"TTHL/HQ" - Naval Forces Training Center Cover KBC 3318 The cover bears the insignia of the Naval Forces Training Center in Nha Trang (Trung Tam Huan Luyen / Hai Quan / Nha Trang). Red naval military mail carrier (Buu Tin Vien) handstamp, depicts crossed ship anchors. The abbreviation "SVSQ" in the return address at the bottom of the cover indicates the sender was an officer trainee (Sinh Vien Si Quan). A Quan Buu military cancel dated 12 January 1973 ties a 5-dong stamp to the cover. Letters sent by military personnel during this period were sent at a 10-dong discount rate. This cover should have been assessed postage due, but there is no indication that is was.
