"Quan Thu" Marking on Cover KBC 4299 Manuscript "Quan Thu," or military mail marking upper right. Stamp below pays correct 6-dong civilian letter rate for the period (21 Jun 1970) as military mail service was not used - indicated by lack of "Quan Buu" cancel. Since civilian posts were used, the Quan Thu marking is completely superfurlous, but perhaps the sender thought it would encourage better handling or speedier delivery, or perhaps he simply found himself at the Saigon post office without proper ID (military personnel had to be in uniform and present ID to take advantage of the military rate).
