The goal of the Revolutionary Development Cadre (RDC) program was to make villagers economically, politically and militarily self-sufficient. Under the operational control of the village chief, the RDC served as one of the GVN's political extensions into the hamlets, providing a bridge between the people and their government.

Near the end of 1965 the Vietnamese began to train RDCs who were organized into 59-man Revolutionary Development Groups, divided into three 11-man security squads and 25 civic action cadres. Material aid was provided by USAID and the CIA played a significant role in the operation of the organization.
