Chieu Hoi Cover
This is a rare cover from a South Vietnamese Chieu Hoi camp. This cover, sent on 16-2-1967, is cancelled with a red orange double circle camp seal. This cachet has the words "Buu Tin" meaning mail in the center. Similar cachets on other Chieu Hoi covers contain the words "Kiem Duyet" meaning censored or examined. The writing at the top of the cover indicates that the camp, a "center to change thought" (Trung Tam Cai Huan), was located in Thu Duc - an area outside Saigon. The Chieu Hoi (Open Arms) Program was begun by President Diem in 1962. This was essentially an amnesty program that sought to induce defections from the various communist forces. Some of the returnees were given the opportunity to "enlist" in the South Vietnamese Army
